Infant and Toddler Quality Child Care Assistance Program
ELIGIBILITY
There are three categories of eligibility criteria: child eligibility; parent/family eligibility; child care provider eligibility; and residence requirements. 
Child Eligibility
To be eligible for the Infant and Toddler Quality Child Care Program the child must be:
  • Under the age of 2 (up to 24 months of age)
  • A United States citizen
  • Living with his/her parents or individuals acting in loco parentis
Parent(s) Eligibility
There are two components of parent(s) eligibility.  The first is the parental need for child care.  The second component is the family’s gross household income. 
The parent(s) must meet one of the following criteria:
  • Working (defined as a minimum of 28 hours per week)
  • Participating in education/training full-time (based on what the school defines as full time)
  • Participating in a combination of work and education/training (minimum of 28 hours per week)
  • Recently unemployed and seeking work (defined as losing his/her job in the last six (6) months)
Income Guidelines:
Besides the parent’s need for child care, the family must meet income eligibility requirements for the program.  The family’s gross household income must be more than 145% and up to 185% of the U.S. Poverty Guidelines.  To know if you meet financial requirements, please look for the number of members in your family and the corresponding gross monthly income (income before deductions or taxes) in the chart below.  To calculate this use at least your last two pay stubs or  your tax statement.

Child Care Provider Eligibility
A licensed child care center or licensed exempt program must meet one or more of the following criteria:
  • Accredited by the National Association for the Education of Young Children (NAEYC)
  • Iowa Quality Rating of 3, 4 or 5
A registered child development home must meet one or more of the following criteria:
  • Accredited by the National Association for Family Child Care (NAFCC)
  • Iowa Quality Rating of 3, 4 or 5
Residence Requirement:
Must live in Cerro Gordo, Hancock, Worth, Winnebago Counties.
